SPOA Annual Meeting 2023

The Annual Meeting was held 7 Dec 2023 at 6:30 PM at the Oaks Clubhouse and virtually via Zoom.  The meeting proceeded with representation from Magnolia Property Management and 17 property owners.  The meeting was called to order at 6:35PM, proxies were certified, a quorum established, proof of meeting notice was satisfied, and the agenda was accepted without change.  A motion to waive reading and approve last year’s minutes was made, seconded and approved.

The SPOA Financials were reviewed.  The 2024 budget, approved at the 4th Quarter Board Meeting held in October, was presented.  The annual dues required to execute the budget will remain $400 per year.

The item of most concern was the number of delinquent dues accounts and the reluctance of some residents to follow the rules.  The delinquent accounts have been turned over for legal action.  Magnolia and the Board will continue our efforts to enforce all the covenants fairly and consistently.

One item of old business was discussed.  The erosion between 23504 and 23524 Stablewood Circle was discussed at last year’s meeting.  The erosion is on the lot line and is exacerbated by a drain culvert under the road which drains into a natural depression between the lots.  All of the erosion is on private property with no county easements in place.  This is not a SPOA issue nor a Harrison County issue.  It is a product of the topography of the neighborhood and the original developers desires to keep natural drainage paths without installing concrete infrastructure.  Unfortunately, this is a common issue for many homeowners  in the neighborhood and a property owner issue to manage either at the time of construction or later as issues present.

The last item was board elections.  The slate included 4 of our 5 current board members.  Rod Jenkins has decided not to serve next year, but the others agreed to serve another year.   We opened the floor for nominations to serve and in the absence of nominations, a motion was entered and seconded for the current Board to continue next year.   A discussion followed on the need for new members to be involved and the need for some continuity.

The officer positions will be determined at our first board meeting in January 2024 with the anticipation that the President will remain Mark Jenner and the Vice President, Treasurer, Secretary positions will be filled by Terry Johnson, Bobby Lambert and Davin Rieke.
