The 4th Quarter Board Meeting took place on October 28, 2025, at 5:30 PM at 23540 Stablewood Circle. The meeting officially began at 5:40 PM with Mark Jenner, Davin Rieke, Terry Johnson, Bobby Lambert, and Marcelle Clement present from Magnolia Management.

After approving the agenda, the minutes from the 3rd Quarter meeting were reviewed and approved. The SPOA financials and collection status were discussed, noting that increased expenses in landscaping, maintenance, and utilities are surpassing the current budget. Despite this, reserves will not be significantly affected, and there is no need to adjust dues at this time. The Board approved an operating budget of $30,360 for calendar/fiscal year 2026, and annual dues will remain $440 per year starting January 2026.

Currently, collections are focused on 20 delinquent accounts, with liens likely for two more properties, which places a strain on SPOA resources.

There was discussion about investing some reserves in a short-term CD, although rates are below 4% and additional administrative work would be required. Since no one volunteered to manage this, and to avoid passing the responsibility to the next board, the idea was dropped.

Ongoing concerns include yard signs, pet waste not being picked up, and neighbors exceeding the 25 mph speed limit. The Harrison County Sheriff’s Department briefly placed a RADAR speed warning sign to remind residents to monitor their speed.

The Annual SPOA meeting is scheduled for December 10 at 6:00 PM at the Oaks Clubhouse, with a virtual option offered via Magnolia Management. In mid-November, you will receive a notice containing last year’s minutes, the annual Board Report, Association budget, and proxy forms. Please review these materials before the meeting or ensure your proxy is informed.

Current board members have served terms ranging from six to over ten years. New members are encouraged to join, as regular turnover brings new perspectives. Consider volunteering for a term to help revitalize the board.
